Question on arbitrary changes to bus frequency and routing of Discovery Bay residents’ service
Ms Amy YUNG notified this Council that she would raise the following enquiry at the Traffic and Transport Committee meeting to be held on 16 November 2020: 
“  The terms of Discovery Bay Residents’ Service (RS) including the routing, frequency and fare are agreed upon by Discovery Bay Transit Services Limited (DBTSL) and Discovery Bay Services Management Limited (DBSML).  DBSML is required to seek the consent of Discovery Bay City Owners’ Committee (DBCOC) and the contract signed has to be registered with the Transport Department (TD). 
Recently, DBTSL unilaterally changed the terms of RS, including reducing the trips of airport bus route no. DR02R, thus causing inconvenience to the residents.  I have requested DBSML to provide a copy of the contract but to no avail. 
As such, I would like TD, DBTSL and DBSML to arrange representatives to attend the meeting and respond to the following: 
(1) Would TD explain the operation of RS?
(2) Would DBTSL explain the justification for changing the terms of RS and were the residents or resident representatives consulted beforehand?
(3) Would DBSML, the User Group Representative, provide a copy of the RS contract and promise that DBCOC will be consulted beforehand if there are changes to RS terms in the future?   ”
