Re: Concept Plan for Lantau

Thank you for inviting representatives from the Peng Chau/ Discovery Bay Area Committee members and myself to attend your briefing on 4 January 2005.

I want to put on record the views of Discovery Bay representatives on the above-mentioned Concept Plan.

1. The additional economic infrastructure, including the Logistics Park, and the major tourism proposals at the Northern Lantau will bring in heavy traffic flow onto the North Lantau Highway and the Lantau Link. There should be mitigation measures to minimize air and noise pollutions.

2. Discovery Bay is a car-free, pollution-free and low-density residential area. Any suggestion to include it in the North-east Tourism Hub will adversely affect the tranquil life of the Discovery Bay residents. Such an idea is bound to be objected strongly.

3. The proposals by a few for a casino and a Formula Three motor racing track do not fit in the natural and eco-tourism development of South Lantau.

4. We welcome the Government’s decision to shelve the super-prison in Hei Ling Chau and Sunshine Island. We also suggest the penal institutions in South-east Lantau and Hei Ling Chau be removed to make room for the development of water sports facilities.

5. Ngong Ping should be developed into a quiet place for meditation and retreat of the religious groups. We should avoid over-commercialization at the expense of its tranquility.
