Question on provision of anti-epidemic support to ferry and kaito operators

Ms Amy YUNG notified this Council that she would raise the following enquiry at the Traffic and Transport Committee meeting to be held on 18 May 2020:
“ I hereby request the Anti-epidemic Fund Steering Committee (Steering Committee), Transport and Housing Bureau (THB) and Transport Department (TD) to arrange representatives to attend the meeting and respond to the following:
1. According to the website of TD, there are 12 licensed and one franchised ferry operator(s) in Hong Kong. However, under the second round of Anti-epidemic Fund (the Fund), only nine ferry operators are entitled to full reimbursement of the actual routine maintenance costs and insurance premium for six months. Which ferry operators and routes are not covered by the Fund? Why are the operators concerned not entitled to reimbursement?
2. Why are the operators providing 16 regular kaito services, including five outlying island licensed ferry routes (see the table below) not entitled to be reimbursed under the second round of the Fund? Will the Steering Committee, THB and TD, taking into account the needs of the industry and passengers, extend the coverage of the Fund to all kaito operators?
3. At present, Special Helping Measures are provided to 14 outlying island licensed ferry routes. Will THB and TD extend the measures to ferry routes serving the urban area and all kaito routes?
