Question on Discovery Bay Ferry Service

Ms Amy YUNG notified this Council that she would raise the following enquiry at the Traffic and Transport Committee meeting to be held on 18 May 2020:
“ According to the current schedule and ferry service of Discovery Bay Transportation Services Limited (DBTSL), there are weekly sailings scheduled at 8:15 and 8:30 a.m. bound for Central using 500-seat vessels, but Discovery Bay (DB) residents complained recently that DBTSL combined the said sailings and deployed a 300 seater only to run the route, breaching the service agreement and making the ferry crowded with increased risks of coronavirus infection onboard. 
In this connection, I would like the Transport Department (TD) and DBTSL to arrange representatives to attend the meeting and respond to the following:
1. For what reasons does DBTSL cancel the 8:15 a.m. weekly sailing from DB to Central?
2. Has DBTSL informed TD the above arrangement with approval given?
3. Secretary for Transport and Housing Mr Frank CHAN had earlier requested franchised bus companies to restrict the load requirement of buses to 70%.  Does TD set down such requirement for DBTSL? If not, what are the reasons?
4. Will DBTSL promise to resume the 8:15 a.m. and 8:30 a.m. weekly sailings with vessels of greater carrying capacity? ”
