Re: Hire Car Operation in Discovery Bay (DB)

With reference to our discussions on 4th September 2007, I am pleased to confirm that I fully support the Transport Department’s (TD) decision to give favourable consideration to the revised application, made by Discovery Bay Transit Services Limited (DBTSL) on 13th July 2007, which would allow the hire cars to continue operating within a legal framework in its current mode.

Discovery Bay’s transportation situation is indeed unique because of its car-free status as laid down in both the Outline Zoning Plan and Concept Plan for Lantau.

The service in its current mode is vital to physically challenged people, dog-owners and residents carrying bulky goods.

We apologize for the inconvenience caused to the TD for the fact that the issue was not handled entirely properly by DBTSL from the beginning.

At the same time, we trust that now that the issue has been settled, the TD will continue its close dialogues with DBTSL to ensure that it will remain responsible at all times to provide best quality services for the residents within a car-free DB, including strengthening the existing Residents’ Services to relieve rather than increase the pressure on the hire car service.

We would appreciate that if new permits could be made available to DBTSL by 10th September 2007 to ensure continuity of the service.
