Another Reply by the Transport Department

Regarding the issue of the unauthorized service adjustments of residents’ services (“RS”) routes DB01R (Tung Chung - Discovery Bay) and DB03R (Sunny Bay – Discovery Bay) by Discovery Bay Transit Service Limited (“DBTSL”), our reply is given below.

1. It has come to our attention on 20 February 2020 that DBTSL would adjust the services of RS. We had swiftly issued a letter to them that they should not implement any service reduction without the consent of the use group, i.e. Discovery Bay Services Management Limited (“DBSML”) and without prior approval from our Department.

2. Subsequently, we noted from a notice published on the mobile application of Discovery Bay Transport that the service reduction has been implemented since 22 February 2020. To follow-up the matter, we issued an reminding letter to request DBTSL to stop the unauthorized service adjustments of the RS immediately. DBTSL replied that the service reduction was caused by the drop in ridership of the RS due to the outbreak of Coronavirus. In response to the reply letter from DBTSL, we had issued a serious reminding letter to reiterate the necessity of obtaining our Department’s approval prior to any service adjustment of RS, and requesting them to resume the service according to the approved Schedule of Service. We had also drawn the attention of DBTSL that in accordance with the section 30 of the Road Traffic Ordinance (Cap. 374), an operator is liable to prosecution if any condition of the passenger service licence has not been complied with. As recently advised by DBTSL, they would resume normal service starting from 20 March 2020.
