A long process - My work on SHM
Thank you for your overwhelming support since I posted on my fb yesterday our success in getting the Special Helping Measures (SHM) for the DB - Central route.
I met Legco members on 8 May 2014 and raised the issue of SHM. Please see paragraph 3 of the minutes by clinking the following hyperlink. The meeting was chaired by Ben Chan. I don't have a clue why I was excluded from his report and subsequent meeting with Senior Transport Department Officers.
Anyway, my work is listed below is for your information. Sorry that the list is a bit long.
Proposal on Special Helping Measures for All Ferry Routes and Kaito Routes other than 6 Outlying Islands Ferry Routes

FC asked about the progress of the subsidized ferry services. CKC* updated members that the Transport and Housing Bureau had planned to meet in May but this was postponed with no clear timeline. Unfortunately, a reliable source of news revealed that the coming review would exclude Discovery Bay from the next scheme. The possible consequences were 1) significant increase in ferry fares, or 2) reduce ferry schedules or 3) reconsider the ferry license renewal.
AY confirmed that the Transport Department had not finished their review and therefore there was hope. The current political situation and the upcoming policy address could result in a lot of hand-outs and AY suggested joining other ferry companies to fight for the subsidy.
*Please note that CKC is HKR's representative Mr Vincent Chua.
I then attended the meeting on 18 September with TD officials and raised the points I stated in my previous email. The SHM was later included in the CE's Policy Address.
