Since issuing my update to you on 30 August 2005, I am pleased to inform you that the Transport Department (TD) received formal application for the required permits for the Sunny Bay bus route from DBTSL on 2 September 2005. The service was put into operation on 17 September 2005.

Meanwhile, I want to reflect some residents’ concerns on the environmental impact of the bus services in DB. As mentioned in my previous email, the additional buses deployed for the Sunny Bay route were ‘second-hand’ buses that have previously been used on franchised routes as opposed to ‘new’ buses. As far as I understand, these vehicles are equipped with Euro II engines and were put into operation in 2000.

According to statutory regulations, brand-new vehicles must comply with statutory exhaust emission standards and be approved by the Environmental Protection Department (EPD) prior to being licensed for use. Due to more stringent EPD standards, buses equipped with Euro II engines can no longer be purchased ‘new’ in the primary market. They can ONLY be purchased via transfers of registration in the second-hand market.

Most bus operators are now adding Euro IV-powered buses to their fleets and phasing out Euro II vehicles. Given this, I am surprised that HKR/DBTSL (which places high emphasis on enviro-friendly issues) purchased Euro II-powered buses from the second-hand market to serve DB residents.

For your information, below is a chart for comparison of the exhaust emissions of ‘Euro’ series engines. Please join me in encouraging HKR and DBTSL to improve our environment by installing particulate traps/catalytic converters on existing vehicles and upgrading emission standards of their bus fleet over time.
