Question on restricting discussion by District Council to livelihood issues only

Ms Amy YUNG notified this Council that she would raise the following enquiry at the Islands District Council (IDC) meeting to be held on 1 September this year:
 
“   It is learnt that the Chief Secretary for Administration has issued internal guidelines to restrict discussion at District Council (DC) meetings to livelihood-related issues only, and discussion on territory-wide politicised social events is prohibited, otherwise District Officers (DOs) and government representatives may be absent from the meetings and need not provide secretariat service to DCs.  I would like the representatives of the Home Affairs Department to respond to the following:
 
1. Given that the $1,000 billion Lantau Tomorrow Vision plan is within the ambit of IDC and also a territory-wide politicised social event, will IDC be able to conduct discussion on it in the future?
 
2. Given that IDC is the only DC not dominated by the democratic camp in Hong Kong, when the royalists of IDC render support to the political decisions of the Government at future meetings, may I and other democratic camp colleagues request DO and the government representatives to leave?  ”
