Question on cleaning workers of Islands District community halls

Ms Amy YUNG notified this Council that she would raise the following enquiry at the District Facilities Management Committee (DFMC) meeting to be held on 13 July 2020: 
“  Users of Discovery Bay Community Hall (CH) indicate that there are insufficient cleaning workers in CH for timely cleaning of the facilities therein.  They always find the floor dirty when playing badminton in the multi-purpose hall. 
 
According to the minutes of DFMC meeting on 12 November 2018, Discovery Bay CH had a cleaning worker providing service from 9:00 a.m. to 2:00 p.m. on Mondays to Saturdays, whereas on Sundays and public holidays, the Islands District Office (IsDO) arranged the contractor to provide additional cleaning service depending on the actual circumstances.  The contract with the contractor concerned expired on 30 September 2019. 
 
As such, I would like the representative of IsDO to respond to the following: 
 
1. What are the differences between the cleaning contract signed with the current contractor and the contract already expired in September last year in respect of the number and working hours of the cleaning workers of the two CHs situated in the district?
 
2. Would IsDO increase the number of cleaning workers of the two CHs to ensure that cleaning work can be performed from morning to evening every day?
 
3. To enhance the morale and performance of cleaning workers, would IsDO stipulate in the terms of the contract that the salary rate of all cleaning workers should not be lower than the general market rate or employ cleaning workers directly on non-civil service or civil service contract terms when signing of the contract with the contractor next time?   ”
