Question on re-opening of Discovery Bay Recreation Club and Club Siena

Ms Amy YUNG notified this Council that she would raise the following enquiry at the Tourism, Agriculture, Fisheries, Environmental Hygiene and Climate Change Committee meeting to be held on 25 May 2020:
 
“ It is learnt that the Home Affairs Bureau has allowed the gradual opening of various private sports and recreation facilities. However, there is uncertainty about the re-opening of Discovery Bay Recreation Club (DBRC) and Club Siena. Members are required to pay membership fees during closure of the facilities and are only given food and beverage coupons for a one-month period as compensation. No phone calls to the clubs were answered and only automatic replies were received for enquiries made by email.
 
Many members are discontented with payment of membership fees during closure of the facilities and withdrawal of membership are hampered, including late refund of deposit of several thousand dollars, and being informed of a penalty of over $2,000 for readmission within one year after withdrawal of membership. As such, I would like DBRC to arrange representatives to attend the meeting and respond to the following:
 
1. Please explain the procedures for withdrawal from membership, including when the deposit will be fully refunded and if a penalty will be charged for readmission;
 
2. During closure of facilities, have the clubs adopted any cost-saving measures, including pay cuts and layoffs, and applied for assistance under the “Anti-epidemic Fund”? If so, what is the amount of financial assistance?
 
3. If the clubs have made savings in salary cost and water/electricity expenses and received government grants during the suspension of operation, why do members not get the refunds? Is there a breach of the membership contract?
 
4. It is learnt that the clubs have not drained the water of the main pool for cleaning (see the figure) since the end of last year. Are the recreation facilities including toilets and changing rooms disinfected during the suspension of operation?
 
5. When will the recreation facilities including the swimming pools re-open? "
